DRC's Audit Requirements
Energy audits are central to DRC's private-capital financing model. By establishing measurable baselines before work begins and verifying outcomes after completion, DRC maintains the performance track record required to attract investment at favourable rates -- keeping financing costs low for property owners.
Pre-Project Assessment
Commercial and Industrial Properties
ASHRAE Level 3 energy audit. Detailed facility analysis including building systems modelling, operational schedules, and energy end-use breakdown. Establishes baseline energy performance and validates projected savings for each proposed improvement.
Residential Properties
Simplified energy assessment. Evaluates current building performance, identifies priority improvements, and estimates energy savings using standardized residential modelling tools.
Farm Properties
ASHRAE Level 3 energy audit adapted for agricultural operations. Accounts for seasonal production cycles, on-farm energy sources, and specialized equipment loads.
Post-Project Verification
All Property Types
ASHRAE Level 2 energy audit conducted one year after project completion. Verifies that actual energy savings meet or exceed the projections documented in the pre-project assessment. Results are reported to DRC and included in annual public reporting.

- Water consumption reductions
- Financial performance (cost savings vs. projections)
Important Policy Note
Energy audit requirements are a DRC policy choice for private-capital de-risking, not a regulatory mandate. Alberta Regulation 212/2018, Section 7.3 permits the program administrator to define the scope of assessment requirements.
Auditor Qualifications
Energy auditors conducting assessments for DRC-administered CEIP projects must hold one or more of the following professional credentials.
P.Eng
Professional Engineer
Licensed by APEGA (Association of Professional Engineers and Geoscientists of Alberta). P.Eng designation demonstrates competency in engineering principles including building science, mechanical systems, and energy analysis.
CET
Certified Engineering Technologist
Certified by ASET (Association of Science and Engineering Technology Professionals of Alberta). CET holders apply engineering technology principles to building performance assessment and energy analysis.
CEM
Certified Energy Manager
Certified by the Association of Energy Engineers (AEE). CEM professionals specialize in energy management, auditing, and conservation strategies for commercial, industrial, and institutional facilities.
Additional Preferred Qualifications
- ASHRAE Building Energy Assessment Professional (BEAP) -- Demonstrates specific competency in ASHRAE energy audit standards and methodologies.
- LEED AP or LEED Green Associate -- Knowledge of sustainable building practices and performance standards.
- Residential energy assessment experience -- Familiarity with EnerGuide rating systems and home performance assessment tools.
- Agricultural facility experience -- Specialized knowledge of farm operations, seasonal baselines, and agricultural equipment energy use.
